To start the assessment process, someone must refer the child to possibly need special education services and the parents must agree to have the evaluation done. They will only determine a child eligible for special education services if the child is shown to need them in multiple evaluations. The child must also be assessed in all areas of suspected disabilities. Eligibility will be determined by a team of qualified professionals and the child's parents. After the child is found eligible for special education services, they will create the child's Individual Education Program, place the child in the least restrictive environment, and conduct annual reviews of the child's progress and needs.
